Cultivation associations organize collective, non-commercial cultivation for their members’ own consumption. Members are expected to participate, and the association finances its work through membership contributions rather than ordinary public retail sales.

Berlin’s LAGeSo is responsible for permits for associations based in Berlin. Berlin also publishes a voluntary list of licensed associations; it is useful for verification but is not necessarily complete because publication is voluntary.

Membership is not a tourist shortcut

Federal guidance states that members must be at least 18 and must generally have had a residence or habitual stay in Germany for six months. Associations must provide a minimum membership period in their rules. These conditions make a club fundamentally different from a walk-in shop.
