The KCanG created limited lawful possession and private cultivation for adults and a framework for licensed non-commercial cultivation associations. It did not create unrestricted public consumption or a citywide network of recreational retail shops.

The clearest way to avoid confusion is to separate four questions: what an adult may possess, where consumption is prohibited, how home cultivation is regulated and how licensed associations operate.
